Dimension, Egalitarianism and Decisiveness of European Voting Systems

چکیده

This paper carries out an analysis of three main aspects that may apply to any of the successive voting systems used for the European Union Council of Ministers from the first one established in the Treaty of Rome in 1958 to the current one established in Lisbon. The procedure we show is mainly illustrated for the voting systems for the European Union enlargement adopted in the Athens summit, held in April 2003, but can be applied to any other. First, it is shown that the dimension of these voting systems does not, in general, reduce. Next, the egalitarian effects of superposing two or three weighted majority games (often introducing additional consensus) are considered. Finally, the decisiveness of these voting systems is evaluated and compared.

Success versus decisiveness: conceptual discussion and case study

In this paper, we vindicate the relevance of the notion of success or satisfaction for the normative assessment of voting rules. We provide arguments in support of this view and emphasize the conceptual and analytical differences between this notion and that of decisiveness. The conclusions are illustrated in the case study provided by three different voting rules that have been proposed for th...

Similarities and differences between Success and Decisiveness

We consider binary voting systems in which a probability distribution over coalitions is known. In this broader context decisiveness is an extension of the Penrose-Banzhaf index and success an extension of the Rae index for simple games. Although decisiveness and success are conceptually different we analyze their numerical behavior. The main result provides necessary and sufficient conditions ...

Conservation Motivation, Social Equality and Left-Right Ideological Preferences in Western and Eastern Europe

We investigated how attitudes towards social equality can influence the relationship between conservation motivation (or openness) and personal ideological preferences on the left-right dimension, and how this relationship pattern differs between Western and Central & Eastern European (CEE) respondents. Using data from the European Social Survey (2012) we found that individual-level of conserva...

Egalitarianism in the rank aggregation problem: a new dimension for democracy

Winner selection by majority, in elections between two candidates, is the only rule compatible with democratic principles. Instead, when candidates are three or more and voters rank candidates in order of preference, there are no univocal criteria for the selection of the winning (consensus) ranking and the outcome is known to depend sensibly on the adopted rule. Building upon XVIII century Con...

Voting Algorithm Based on Adaptive Neuro Fuzzy Inference System for Fault Tolerant Systems

some applications are critical and must designed Fault Tolerant System. Usually Voting Algorithm is one of the principle elements of a Fault Tolerant System. Two kinds of voting algorithm are used in most applications, they are majority voting algorithm and weighted average algorithm these algorithms have some problems. Majority confronts with the problem of threshold limits and voter of weight...
